Angela Bell Bell, who heads The Davison Group’s Davison Media division, is an award-winning writer/producer of video documentaries and radio/TV commercials. She is particularly skilled at finding creative, effective, and efficient communication solutions to help clients convey their message internally and externally. She had lead responsibility for the writing and production of user manuals for two statewide systems projects, serving thousands of Appellate and Common Pleas Court users. From 1998 through 2007 she wrote, designed, and edited a broadly circulated newsletter for the Pennsylvania Commission on Crime and Delinquency. Ms. Bell served on the adjunct faculty at Keystone College. She holds a bachelor's degree from the Pennsylvania State University, where she also did graduate work. |

Frederic Barth In complex systems projects, Mr. Barth ably translates the technology into tools and language that users can understand. He constantly looks for exciting new ways to use technology to create dynamic training vehicles that remain relevant long after handover. Mr. Barth infuses every Davison Group engagement with expert knowledge of the interpersonal connections that make teams of people work together more effectively and with greater satisfaction. His ability to identify individual talents and learning styles makes him extraordinarily adept at the “people side” of any project, whether a highly technical systems project or a less technical operations review. Mr. Barth was director of the Domestic Relations Section in Berks County, PA, prior to joining The Davison Group in 1992. He subsequently served as The Davison Group’s Testing Manager for the development of PACSES, a statewide child support enforcement system, and as its Lead Analyst for Training and User Support for two statewide court system projects. He was Senior Business Analyst for projects with the Mayor’s Office of Information Systems of the City of Philadelphia, to provide technical assistance for transition to a statewide court system. In this capacity he participated in conducting a gap analysis for the Clerk of Quarters Sessions and the city’s Justice Partners—the District Attorney’s Office, the Philadelphia Police Department, the Defender Association of Philadelphia, the Philadelphia Prison System, and Sheriff to determine interdependencies with the Court and evaluate the systems impact of CPCMS adoption. He also provided technical assistance and worked closely with the First Judicial District on system integration in final preparation for rollout to the new system and post rollout transition to those entities. Mr. Barth has served on the adjunct faculty of Albright College. A graduate of the University of Chicago, he also attended the New School University in New York City. |

Art Amann Art Amann, EdD’s distinguished career in criminal justice included positions as Director of Adult Probation and Parole and Warden and Director of Corrections for Erie County. He was among the founders of Erie’s Weed & Seed Program and facilitated the county’s Criminal Justice Advisory Board for many years. Art has served the Pennsylvania Commission on Crime and Delinquency in a variety of capacities and in 2000 graduated from the National Institute of Corrections’ Executive Excellence Program. The director of the Mercyhurst College Public Safety Institute and Police Academy, Art holds an undergraduate degree in education from Slippery Rock University, a master’s degree in corrections from Gannon University, and a doctorate in education from Nova Southeastern University. His postgraduate specialization was in the training and education of criminal justice leaders. |

Jonathan Zuck Mr. Zuck is a skilled team leader, masters prepared mechanical engineer, and programmer/analyst for both client/server and mainframe systems. As a Manufacturing Team Manager, he supervised a department of over 30 technicians, leading daily meetings and coaching employees on both technical and personnel issues. Mr. Zuck has an innate ability to identify, operationalize, and troubleshoot technical problems. He led consulting efforts for Y2K testing of a mainframe insurance claims processing system, developing testing procedures and converting non-compliant code. He is expert at evaluating and recommending changes in business processes to improve efficiency and effectiveness, can work at both strategic and tactical levels with equal ease, and has extensive project experience. As a system expert for statewide court software, Mr. Zuck designed and managed user integration and acceptance testing, developed training curriculum materials for use in testing and training, and provided on-site training and technical support. He was the Project Manager for projects with the Mayor’s Office of Information Systems of the City of Philadelphia, to provide technical assistance for transition to a statewide criminal court case processing system. In this capacity he led a gap analysis for the Clerk of Quarters Sessions and the city’s Justice Partners—the District Attorney’s Office, the Philadelphia Police Department, the Defender Association of Philadelphia, the Philadelphia Prison System, and Sheriff to determine interdependencies with the Court and evaluate the systems impact of CPCMS adoption.
